The safe houses are maintained in the event of strandings etc., and at least one building will be in fair order to keep people safely out of the worst of the weather.

Unlike the safe house which has the windows and doors intact, the stores and factory buildings shown here are in an advanced state of decay and would not afford any degree of comfort in a storm.
